The Gaza reconstruction plan covers almost 30 companies. Many say they are not involved

GHF was established in beginning of 2025that emerged from conversations between people like Eisenberg, Tancman, and consultant Yotam HaCohen, who, like Tancman, is part of COGAT. They were apparently expresses concern, however, that Hamas is stealing aid intended for the civilian population analysis USAID found no evidence of this.

Through conversations with Israeli officials, GHF began receiving ground support from two American companies: Secure Reach Solutions, run by former CIA officer Philip Reilly, and UG Solutions, run by former Green Beret Jameson Govoni. Neither responded to requests for comment.

GHF is currently run by Johnnie Moore Jr., former Trump official and evangelical Christian. It was originally headed by Jake Wood, a former Marine who founded Team Rubicon, an organization that sent veterans to disaster zones. Wood resigned after about three monthsclaiming that it cannot oversee the distribution of aid at the GHF while “respecting the humanitarian principles of humanity, neutrality, impartiality and independence.”

Alternative paths

The GREAT Trust presentation is not the only business-oriented plan to rebuild Gaza.

Former British Prime Minister Tony Blair is associated with the development of the so-called alternative plan which leaked to Guardian AND Haaretz. Among other things, the plan proposed the creation of the Gaza Investment Promotion and Economic Development Authority, which would be a “commercial-oriented body headed by industry professionals and tasked with generating investable projects,” according to various reports in the plan, but it does not mention any specific companies.

Another group called “Palestine Emerging” – composed of international collective businessmen and consultants – also created post-war Gaza plan. It does not go into detail about investment by foreign companies, but states that a “phased development strategy” will be needed in the compact, medium and long term to rebuild Gaza’s housing and economy. The plan also mentioned that before October 7, 2023, there were “approximately 56,000 businesses” in Gaza that were subject to “historical constraints” that restricted their success.
