In his executive actions on the first day of his presidency, Donald Trump rescinded an executive order signed by Joe Biden in 2023 establishing security guidelines for generative artificial intelligence.

The Biden era order required developers of vast AI models, such as OpenAI’s GPT series, to share security test results with the US government. It also directed the National Institute of Standards and Technology to develop security testing standards and tasked other federal agencies with assessing any potential chemical, biological, radiological, nuclear, cybersecurity or critical infrastructure threats that artificial infrastructure might pose.

Biden’s actions also included measures to protect workers and consumers. It commissioned a report on the impact of artificial intelligence on the labor market and asked the agency to develop practices to combat fraud and discriminatory algorithms using artificial intelligence.

Donald Trump put an end to all this yesterday by signing a series of novel executive orders. One of his first actions was rescind 78 Biden-era executive actionsincluding Implementing Order 14110 on the “Safe, Secure and Trustworthy Development and Use of Artificial Intelligence.”

Other measures introduced by the Biden administration to spur AI development in the U.S. may have a better chance of survival. Before leaving office this month, Biden announced novel regulations structure limiting some of the international sharing of chips and AI models. Biden also issued an executive order in January aimed at accelerating the development of AI data centers on federal lands.
